Consumer Advisory Committee

CONSUMER ADVISORY COMMITTEE FOR
OHIO LIBRARY SERVICE TO THE BLIND AND PHYSICALLY HANDICAPPED
 

Functions. This Committee shall serve in an advisory capacity to the State Library of Ohio. The Committee shall advise the State Library on program and policy matters regarding the Talking Book Program with the following as its specific areas of concern:

  1. to help promote the Talking Book Program;
  2. to provide suggestions for the various consumer committees operating at the National Library Service for the Blind and Physically Handicapped (NLS);
  3. to advise the State Library of Ohio on legislation and local issues affecting the statewide program.

MembershipThe Committee shall be comprised of 12 members, of whom four shall be representatives from the Ohio chapters of the National Federation of the Blind, the American Council of the Blind, the Blind Veterans Association (or similar organization), and an organization representing the Physically Handicapped such as the National Association of the Physically Handicapped or the Ohio Developmental Disabilities Council; four shall be agency staff working with the users of the program (examples: sub-lending agencies, school systems, nursing homes, retirement centers); and four shall be consumers.

Members of the Committee shall be appointed by the State Library Board, on recommendation of the State Librarian to three year terms, with one-third of the membership replaced or re-appointed annually.  Members shall be eligible for reappointment, but no one shall serve more than two consecutive three-year terms.  The State Library Board shall appoint replacements of members who resign or are removed before their term expires.

The regional librarians from Cleveland and Cincinnati and the Head of the Talking Book program at the State Library of Ohio shall attend meetings of the Committee as ex officio members. Additionally, each of the following organizations shall be invited to appoint a representative to attend Committee meetings to advise the Committee and to report back to his/her organizations:  Ohio Public Library Information Network, Ohio Radio Reading Services, Ohio Rehabilitation Services Commission, an organization representing the needs of children and youth and an organization representing the needs of the elderly.

OfficersThe Committee shall elect a chairperson and a vice-chairperson at the first meeting following July 1st of each year.  The head of the Talking Book program at The State Library of Ohio shall serve as secretary to the Committee.

Meetings.  The Committee shall meet quarterly, with other meetings scheduled as necessary.  Electronic, video conference or web meetings may be held when needed in lieu of face-to-face meetings. Members may be reimbursed for travel expenses in accordance with state law procedure.

Attendance.  A member, partner or agency may be dismissed by the State Librarian for missing three consecutive meetings. The State Librarian shall request the State Library Board to appoint a replacement.  

Reporting.  Copies of the minutes of each meeting of the Committee shall be distributed to the members of the Committee, The State Library of Ohio, and the Consumer Relations Section of the National Library Service for the Blind and Physically Handicapped, and other interested consumers.  In addition, copies of minutes and other documents pertaining to the activities of the Committee shall be maintained on the State Library of Ohio’s web site.
